The general criteria for categorizing a fifth generation aircraft is based on the following factors
1.low observable shaping ie the possession of all-aspect VLO stealth
2.the ability to supercruise
3.advance composite materials
4.internal weapons bays
5.high degrees of situational awareness through integrated sensors and networking ie through 360 degree IRST,LPI communications,bi directional datalink,AESA radar with LPI/LPD mode etc
as of now the only operational fifth generation aircraft is the F-22A Raptor, with the F-35 Lightning II,Sukhoi T-50 PAK-FA in advance stages of testing.
The whole point to fifth generation is the synergy of stealth, fusion and complete situational awareness. so that they can do their mission anywhere, even in sophisticated integrated air defense environments.
The level of Stealth required depends on the role, if it's designed to penetrate a heavy IAD system then it needs high stealth, if it's just for Air Superiority over enemy forces then you can live with somewhat reduced stealth features .
